BBC Gaza Film Deemed a 'Serious' Violation of Media Rules, Says Ofcom

The public service broadcaster was found to have committed a "significant breach" of media regulations by not revealing that the narrator of a film about the Gaza situation was the offspring of a Hamas representative, as determined by British broadcasting authority Ofcom.

An probe by Ofcom into Gaza: How to Survive a Warzone has concluded that the programme was "substantially inaccurate".

The head of the BBC had already issued an apology, noting there had been "a serious error in relation to truthfulness".

The regulator has directed the BBC to air a evening declaration about its decisions.

"As this represents a significant violation of our rules, we are instructing the BBC to broadcast a announcement of our findings against it on BBC Two at 21:00, with a timing to be determined," it said.

'Possibility to Damage Confidence'

The watchdog's report declared: "Our investigation found that the programme's omission to reveal that the voice's father served in a post in the Hamas-run government was materially misleading.

"Consequently that the viewers did not have essential details which may have been extremely pertinent to their assessment of the voice and the information he presented.

"Credibility is at the heart of the relationship between a broadcaster and its public, especially for a public service broadcaster such as the public broadcaster.

"This error had the possibility to damage the exceptionally strong amounts of trust that viewers would have placed in a BBC factual programme about the conflict in Gaza."

The film was removed from the online platform in the month of February after the narrator's familial connections came to light, and in July an broadcaster's internal assessment concluded it breached the organization's content policies on accuracy.

A representative for the broadcaster stated: "The authority's determination is in line with the results of Peter Johnston's review, that there was a major oversight in the documentary in relation to the corporation's content standards on truthfulness, which aligns with regulation 2.2 of the regulator's media standards.

"We have apologised for this and we comply with Ofcom's decision in full. We will comply with the sanction as soon as the timing and wording are confirmed."
