English Councils Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a latest study of local authorities, English councils are preparing to sell community centers, sports centres, and retail spaces as they rely on a fire sale of properties to balance the books.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for second-tier cities in England stated that 60% of councils are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Councils have in the past come under fire for disposing of public land and open spaces to support their budgets, but they argue they must continue to raise vital cash from property disposals or face insolvency.

The group said that a high proportion of councils seeking to generate funds from a quick sale of holdings represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would focus on restructuring services and utilising financial reserves to weather increasing fiscal pressures.”

Specific Examples of Planned Disposals

One local authority in southeast England announced its property management strategy included the sale of a shopping centre in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the strategy.

Council Tax Increases and Wider Financial Strains

This research of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of councils will need to raise council taxes next spring to cover the growing cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

The authority said it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to deliver both better provisions and financial savings,” said Vince Maple.

He continued: “There are population challenges which will persist to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities this week also found local finances being stretched by the increasing figures of children and older individuals requiring special educational assistance.

A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the special educational needs framework until next year after a policy document setting out those changes has been postponed.

Deprivation and Financial Gaps

Based on the latest indices of deprivation (IMD) covering English councils, several key cities members were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 nationally under the latest deprivation indices,” said the report.

“While only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures highlights the extent of difficulties facing local leaders across key cities in the coming year,” the analysis added.

“Local government leaders have been clear about the necessity for a fair and sustainable financial structure that reflects and responds to the real levels of deprivation and need,” said a council leader.

“Lacking this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened care services in the last year, the study found.
