The Former President's Woke Warning Misses The Continent's Real Danger: Technological Decline.

Donald Trump's national security strategy offers a flawed assessment of Europe. The document asserts that open-border policies and what it terms "progressive" policies pose an grave threat to European civilization. However, this perspective is based on a serious misinterpretation of the reality. The true danger facing the EU is not cultural but economic and technological backwardness.

The Stark Economic Divide Between the US and Europe

Statistics paint a sobering picture. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere 13.5% increase for the European Union. During this period, EU GDP per capita dropped from 76.5% to just 50% of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than several leading EU nations like Italy and France.

Today, about half of the world’s 50 largest tech companies are US-based, while only four are European.

The Technological Deficit: A Critical Problem

This widening disparity stems from superior efficiency gains in the United States, fueled by technological innovation and better use of resources. The scene of global tech dominance is decidedly American. Over the past five decades, hundreds of American startups have grown into enterprises valued at over $10bn, compared with only fourteen in Europe.

This gap raises a vital question: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, where does Europe stand? Experts widely concede it is largely a contest between two involving the US and China, with Europe entering at a clear disadvantage.

Root Causes of Europe's Technological Lag

A number of key reasons account for this technological divide.

  • Financing Ecosystem: The US boasts a much more robust and agile network for financing new ventures. Europe still lacks a genuine unified investment market, a factor that limits the growth potential of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hamper European business. A US startup can launch a product under one set of laws to access a consumer base of hundreds of millions. The EU, despite a larger population size, is divided among 27 separate systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was once viewed with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

A Path Forward: Grounds for Cautious Optimism

In spite of these challenges, one can find reasons for hope. Policymakers are increasingly aware of the existential challenge and have started to propose serious reform. Notable analyses on EU competitiveness and the single market point to the need for sweeping changes.

With the right policies and regulatory reforms, these assets might enable far greater levels of business-led breakthroughs.

The continent retains significant strengths: skilled human capital, top-tier education systems, and premier research institutions. Coupled with a vast domestic consumer base and substantial household savings, these elements could trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in developing next-generation technologies, it can still significantly boost productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now stands at a critical moment. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, Europe's technological decline has been gradual. But, without bold steps to address its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible decline in global economic relevance.
